Error: Tax witheld - voluntary agreement is incorrect
Answer: Should either enter tax withheld greater than $0 or remove entire row (do not record it). Though tax withheld really comes as $0 from prefill, it is ATO validation and we cannot avoid it. Tax withheld should be greater than $0 when voluntary agreement is present.
